(admin): Añade la extensión pagetop-admin

Panel de administración extensible: registro de secciones/páginas/
tareas/acciones vía acciones `Declare*`, formularios de configuración
automáticos (ConfigForm + SettingsSchema) y persistencia en la tabla
`settings`.
